Rongnichu HEP

Madhya Bharat Power Corporation Limited (MBPCL) is implementing 96 MW Rongnichu HEP in East Sikkim. The project is based on river Rongnichu, a major tributary of Teesta River. The project is a run-of-the-river scheme with barrage in the village Namli and Powerhouse at Kumrek, Rangpo. The barrage location is about 2 km downstream of Namli village and 16 km south of Gangtok along NH-31A. The powerhouse is proposed on the right bank of Rangpo River 2.5 km from Rangpo Town on Rangpo Rangli State Highway. The nearest railhead is at New Jalpaiguri and nearest airport is at Bagdogra.

The registered office of the company is located at E-585, Greater Kailash, Part-II, New Delhi. The project office is located at Gauma Devi Pradhan's Building, NH-31A, Golitar, Singtam, East Sikkim. The corporate office is at JMG House, Panchsheel Nagar, Rajpur - Chhattisgarh.

The company has been promoted by M/s Sarda Energy & Minerals Limited (SEML) and M/s Chattisgarh Investment Limited (CIL). The financial closure has been achieved under consortium arrangement with Power Finance Corporation (PFC) as the lead bank and PTC India Financial Services Limited (PFS) and IDBI Bank Limited as the co-lenders.

Financial Closure
  • Date of Financial closure with PFC, IDBI and PFS: 21.03.2012.
  • The loan has been sanctioned for 15 years period (4 years construction period + 0.5 year moratorium + 10.50 year repayment (42 Quarterly installments).

Evacuation Transmission Works Status

To evacuate power from Rongnichu HEP, a dedicated 220 kV D/C Transmission Line has been planned by MBPCL from Kumrek to Rangpo Pooling Station of Power Grid Corporation of India Limited (PGCIL). From Rangpo Pooling Station a 220 KV D/C line shall be drawn by PGCIL to Melli Sub-station. Thereafter a 400 kV D/C line will be drawn by PGCIL to Kisanganj on West Bengal - Bihar border. From Kisanganj onwards, the power will be evacuated to Northern and Western Grids via Raipur and Agra. Bulk Power Transmission Agreement (BPTA) for Rongnichu HEP (96 MW) had been signed on 24th February 2010 with PGCIL. The PGCIL has finalized the location of Rangpo pooling sub-station at Mamring on right bank of Teesta River and the works of pooling sub-station construction are in progress. The 220 KV double circuit Transmission line from Rongnichu Power station at Kumrek to Rangpo (Mamring) pooling station has already been surveyed and tower spotting was done. The number of towers is approximately 30 and length is 7.45 Km (approx). The route survey and enumeration of trees by Forest and Revenue departments have been completed. The works for fixation of precast concrete pillars at the tower locations in the forest area have been completed. FCA has been submitted to the Forest Department, Government of Sikkim for approval and for obtaining clearance from MOEF, Govt. of India.

The FCA has been forwarded to MOEF, Shillong Regional Office by PCCF cum Secretary, Forest, Government of Sikkim in the last week of February 2013.
